Yep, you have reversible motors on. So zero throttle is in the middle. 1,000 (stick fully back) would be full speed backward. Turn reversible off if you don't want that.
Let's clarify - are you needing to run your motors backwards? If not, turn off reversible in both INAV and the ESC.

An option seems reasonable to me, or just going with #2. Off the top of my head, I can't think of any use case for #1, suspend them.
