question about pubyear

Just thinking ahead... right now the pubyear is 2017. When we change to 2018, will all the DOI be regenerated for pubyear 2018 when this happens or will the already generated 2017 be skipped?

I had envisioned generating the DOIs for new packages only, going forward. The current functionality will update or generate new, but it will not currently "skip" those already generated. That said, I'm not sure what the "right" publication year should be. I guess we need to discuss.
