"Semi-sync enforced" is false

Noticed this as well. Issue seems to be that the [UI still references](https://github.com/openark/orchestrator/blob/f3ed38314b76369b678ff805d842b1ca905042b9/resources/public/js/orchestrator.js#L374) the bool value SemiSyncEnforced, which was changed to SemiSyncPriority (a uint) in [this](https://github.com/openark/orchestrator/pull/1373) pull request.

New WARN in 1.10.0 caused by shuffling the servers in the gRPC ClientConn pool

Still happening in Consul v1.12.0 .
