Updated health status when configuration fails. Send alerts when any periodic operations fail due to errors. For example when scrapping device data fails.

Historian queries are still slower when getting data for more than a couple of weeks. I am not sure about the impact of this though as we now support queries...

Fixed the script to check for sudo access and also exit on error.
