I'm having the same issue. Deleting the react folder in the parent node_modules/ actually worked for me but it feels a bit dirty.

I had the same issue on Archlinux. Solved it by doing: `vagrant plugin install pkg-config` As mentionned in this issue [vagrant-aws/issues/516](https://github.com/mitchellh/vagrant-aws/issues/516)
