Ah, the picture clarifies a lot. It would be a complete new feature though, so I understand the request but I am not sure if it should be an AutoRaise...
@stuaxo I tried in the past to detect this, but somehow it isn't reliable. Things may have changed though so perhaps this can be improved. It will require some research....

I had a look as well. There seems to be a long history of focus related problems: https://youtrack.jetbrains.com/issue/IDEA-142036/IDE-brings-itself-to-the-foreground-on-mouse-over
