Rewrites don't work with special symbols in URL

In my understanding, it's related to the usage of the encoder [here](https://github.com/serverless-nextjs/serverless-next.js/blob/master/packages/libs/core/src/match.ts#L35) and [here](https://github.com/serverless-nextjs/serverless-next.js/blob/master/packages/libs/core/src/match.ts#L48).
