Issue in appending Coversational History

Hi!! I was having the same issue with the empty response. Commenting out a few lines 451-458 in `nemoguardrails/rails/llm/llmrails.py` seems to fix it. Here's the PR: https://github.com/NVIDIA/NeMo-Guardrails/pull/465
