Roary won't install in Conda/Mamba python 3.10 environment, does work in python 3.7

When I try to install Roary 3.13.0 in a Conda (Mamba) environment, it works fine when the environment is set at python 3.7, but not in a 3.10 environment (the latest one with Mamba). It is on Ubuntu 22.04.

It complains about perl version not compatible, it is looking for a perl version lower than 5.32?

Is this a recipe problem?
