The Permissions documentation should include more details about what the actual permissions allow the user to do.

Here are some exemplary questions it can answer:

  1. What is the difference between "HANDLE" and "MANAGE"?
  2. Can a user with MANAGE_APPS delete an app?
  3. What superpowers does the admin user have?
