Update V4 deployment pipeline to publish/deploy with Ready2Run enabled

This significantly helps with cold start of .NET apps specially for out of proc isolated scenarios.

Proxy code in V4 is not exercised during placeholder mode causing cold start to increase for apps which opt into proxy for V4
