Every resource 'will be updated in-place'

The issue is present in Terraform v1.3.1. It is corrected in v1.3.2. You can have a look at the changelog: https://github.com/hashicorp/terraform/blob/v1.3.4/CHANGELOG.md

Helm deletion hooks seems not to be obeyed
