extremely slow geodata downloads

@rhijmans {geodata} functions are running extremely slowly at least since yesterday, for both me and students around the world, even for small downloads which used to be much faster: and <- geodata::gadm("Andorra", path = tempdir()) Looks like an issue in the geodata server?
