Upgrade ffmpeg to 4.4.x for AV1 decoder enablement.

AV1 encoding with and without HW acceleration is only supported in ffmpeg 4.4 versions and above. Also this needs installing libdav1d which worked only from source installation in my experement....

This is very much needed for debugging MIVisionX/OpenVX apps which heavily uses runvx. Currently one has to reverse engineer the code to figure out parameters

Feels like it is stuck at 99%. Need to resolve this

See PR#413, for a single "half.h" change: there are 43 file changes, which should have been avoided if we include it only in single common file

Remove use of OpenCL Image data_type from MIVisionX

We use OpenCL 1D image for LUT kernel which can be easily replaced by OpenCL buffer like we do in HIP. This causes some failures in MI300.
