Gradle DSL method not found: 'google()' and Android 9 version

I built the application and it failed but suggest to install missing frameworks. I clicked on the link, installed missing, and press run again: Gradle sync failed: Could not find method google() for arguments [] on repository container.

Moreover, I want to use this app for an Android 9 version (API 28).
