Add plugin comparison benchmark

Add a package for comparing the write performance of rosbag2 storage plugins. This package can be pretty easily extended to cover more variants and more plugins as ROS2 evolves.

rosbag2_storage_plugin_comparison Produces results that look like this: digest.csv

Fixes #1092
