Updating Rolling docs to Ubuntu Noble.

Since Rolling has been moved from Ubuntu Jammy 22.04 to Ubuntu Noble 24.04 this PR tries to make the relevant changes in the documentation.

There's no changes in the ROS 1 bridge documentation side, it seems a bit outdated, but maybe we should address that on a separate PR.

Yep, we have been able to build for about a month. The tests don't all pass, but we are working on that right now.

Besides the change I put inline, we should also update the text in Using-ros1_bridge-Noble-upstream.rst to specify Ubuntu 24.04 Noble where appropriate.

Nice, i just confirmed that vanilla ubuntu:24.04 docker container image with https://docs.ros.org/en/rolling/Installation/Alternatives/Ubuntu-Development-Setup.html. I can successfully complete the colcon build --symlink-install with https://github.com/ros2/ros2/commit/3b31546bef6bd5c4319e03d92976e2a215bc18b0.
