No Cartographer plugin for RViz2

Cartographer_ros has a plugin to visualize submaps in RViz, but it's not compatible with ROS2. Some changes are needed for the ROS2 API and the changes in RViz.

I have attempted this port, but I don't have the knowledge to finish it. https://github.com/RoverRobotics-forks/cartographer_ros/tree/rviz_plugin_ros2
