Upgrade OpenEmbedded to Tier 1 or Tier 2 for Kilted Kaiju

The Kilted Kaiju release is happening in May 2025.

As an aspirational goal, we should add the CI infrastructure and take other steps necessary to qualify for Tier 1 or 2 support.
