Purpose of the noether package

This noether package has code, nodes and launch files. This is somewhat unusual as most other ros libraries (see industrial_core for instance) only keep the package named the same as the repo in the form of a metapackage. Perhaps we should rename this package to noether_ros and create a noether package that is just a metapackage.
