[CI] Use semi-binary build for coverage workflows

The coverage build recently failed quite often due to API change with ros2_control. Let's use a semi-binary builds instead of binary builds for the coverage workflow.

  • [ ] investigate if this is possible with ros-tooling/action-ros-ci or if we have adapt reusable-industrial-ci-with-cache.yml to use lcov.
