You should add both libraries to your app, the right one will be selected at runtime based on the version of Java you're using.
I think this will be fixed with https://github.com/adobe/aemanalyser-maven-plugin/pull/245 . @kwin - could you validate that the current master + that PR fix the problem you reported?
@kwin - so I guess the problem was solved in a different manner by requiring Java 11 so this situation can no longer occur? I would suggest to close this...
This happens only in my Eclipse installation, not in the RCP download.
In Sling we replaced that plugin with the tools-maven-plugin from Geronimo, see https://github.com/apache/sling-parent/pull/21
