When moving connected discretionary items, they change to non-discretionary items

The bug is, that the visual of the (left) task is not changed to a plan item, when the connection is created.

isPlanningTableCollapsed is not honored to depict a discretionary item or not

Before merging this it is necessary to fix a possible infinite loop which happens in such a situation: ``` xml ``` So discretionary item references its' definition.
