I know absolutely nothing about creating Window bat/cmd files. If anyone can do it that would be great but probably will remain a low priority task. Otherwise run using MinGW...

"on-the-fly" tiddler creation fix

Related to #58. Currently there is a workaround to get on-the-fly tiddler creation to work correctly. There might be an yet to be found bug causing the issue.
