Update: https://github.com/golang/appengine/pull/217 attempted to do this, but this broke some downstream testing and so we're going to hold off on that deletion for a few weeks and then try again.
Yes, you should be able to just call IsStandard() (or, conversely, IsFlex(), to determine if you're in a Flex environment).
I'm not able to reproduce this with v1.6.5 and gcloud v266. Would you mind running `gcloud version` to check which version of devappserver2 you have?
