(I almost wrote an Xposed Module until I realized it was an even easier fix)
No need for a custom app -- just go into [SQLIteEditor](https://play.google.com/store/apps/details?id=com.speedsoftware.sqleditor) and change the `http://` to `https://` for both `url` and `partial_url` in the `repositories` table.

It's an option for those who don't want to install diff app -- the old one works just fine.
If you want enforceability, ensure whatever framework you use has international law backing it. None of the frameworks you used can be enforced. A good lawyer could get around it...
Loose definitions aren't good in things like this if you want it to have effect vs just being people acting like the morality police...
