Regenerate with svd2rust 0.28.0

This regenerates the code using svd2rust 0.28.0, and bumps all libraries to the latest versions. The version was also bumped as the code is definitely not compatible.

I had to manually add the memory-k210.x file in the build script as it was not generated (?). Instead, the device.x file was generated.
