Add the version of scipy

The latest version of scipy is 1.10.1 and 1.10.1 is automatically installed without limiting the old version which albumentation requires.

Updated from 'psycopg2' to 'psycopg' and added quotations to age.connect() in README

The driver seems to use newer psycopg instead of old psycopg2. And, found non-quoted parameters in the sample, age.connect()
