Tested on Steam Deck, both Win10 and SteamOS 3.5, and didn't run into this problem
I still believe this is caused by your GPU. Chrome is using CPU and not GPU to render the video. Try to update the driver and check GPU's settings.

Disable Better xCloud and try again, or use other resolution/visual quality settings. I don't have this problem.
