I don't think having the IP address as a part of the hash is helpful in this particular case, as the user in question is apparently hopping IPs like crazy....
I would extend this by allowing someone to decline being made a moderator, instead of automatically giving them powers.
Probably should also have the ban button in there too; a couple of times a user has ghosted after posting a series of rule-breaking pictures and it's harder to delete...

Yes, I feel that is a good alternative. If someone has deleted their account, then they no longer care about their content. So it's not even really open to abuse...
