Hypothesis: `tools.go` is contributing to build size even though it's not used by `main.go`?

The server has a flag called [`--refresh-interval`](https://kopia.io/docs/reference/command-line/common/server-start/) which defaults to `300s`. Added `--refresh-interval=12h` when starting server. It's been 2 hours since, and only 5 class C requests now. Looking promising, but let's wait for a day before confirming.
