I had the same issue with MPC-BE 1.6.5 64-bit (not portable). Using `trakts config set players.mpc-be.port 13579` made it work.
`HKEY_CURRENT_USER\Software\MPC-BE\Settings` exists. `Port` for the WebServer is set at `HKEY_CURRENT_USER\Software\MPC-BE\WebServer`.
