libiw-dev (wireless-tools) is being [removed](https://bugs.launchpad.net/ubuntu/+source/wireless-tools/+bug/2068612) from Ubuntu 24.10. You can use [libnl3](https://launchpad.net/ubuntu/+source/libnl3) as a replacement.
