Mitigates macos [unicode normalization issue](https://www.truenas.com/docs/scale/24.10/scaletutorials/shares/smb/smbusingdecomposedunicode/) by removing percent encoding and precomposing the normalized string. Might have other implications but fixed my issue where library was hosted on an smb share...
