Works fine for me. Perhaps your VM was heavily underpowered. with default polling I get some 1.0-2.5% on Xeon E3, with around 4000 torrents. Dedicated server.

4MB for a torrent meta file is insanely big, btw. What's the piece size?

I don't understand what @geekism means either. Irssi pluging downloads new torrents via IRC as a bot announces them, e.g. on a private tracker. How is flood supposed to do...
