This was resolved by #2837

This has been addressed now with the addition of `Cipher_Mode::ideal_granularity` and `StreamCipher::buffer_size`

Closing as there has been no activity on this issue, but if bakefile support is still desired (and it actually can be used to build with modern versions of VC)...
