I have the same problem on Windows. I also tried to install pycairo individually from https://www.lfd.uci.edu/~gohlke/pythonlibs/#pycairo but for every single wheel, it's saying that: pycairo-1.19.1-cp38-cp38-win_amd64.whl is not a supported wheel...
