ARM template KeyVault reference "id" does not support "resourceId" function

interestingly - as per [docs section](https://docs.microsoft.com/en-us/azure/azure-resource-manager/templates/key-vault-parameter?tabs=azure-cli#reference-secrets-with-dynamic-id) - You can't dynamically generate the resource ID in the parameters file because template expressions aren't allowed in the parameters file.
