The vendor kernel is 4.9 probably because that’s what Amlogic provides. If you don’t like that old version, you can switch to mainline kernels, which Khadas provides patches for (here...
@hai-h-nguyen unfortunately it looks like Amlogic only provides 4.9 patched kernels. Khadas provides more kernel patch sets, but those (currently at least) are all 5.x versions.
