WebStorm console, Windows Command Prompt do not support 256 colors

Just upgraded from 2.6.8 to 4.1.1. I'm on Windows. The 256 colors do not work well in some environments - for example, Windows Command Prompt and the WebStorm debug console....

There is an outstanding CVE for all versions of windows-cpu: https://www.cve.org/CVERecord?id=CVE-2017-1000219 Any thoughts on that?
