it seems a little much to always put quotations marks around letter names. What we could do is put a span around them, which gives us the flexibility to style...

For new terms and linking back to them, please use dfn per the respec guidelines at https://github.com/w3c/respec/wiki/User's-Guide#definitions-and-linking. Qchar use is explained at http://w3c.github.io/i18n-activity/guidelines/editing#inline – it's basically for putting quotation marks...

+1 to @jfkthame's comment. And btw the spelling of the word ہجری in Urdu is different from the Arabic wherever i've seen it, since it uses ہ U+06C1 ARABIC LETTER...

I pointed to this issue from the Unicore list, and received emails from 4 people that ھ U+06BE ARABIC LETTER HEH DOACHASHMEE seems to be the appropriate letter.
