IMHO , the best option is to rebase/replace core with last hatari git version before change/add anythings here. BTW, the ipf support in hatari-libretro work from years,it is just that...
I ll try with a ps3 joy on linux pc , strange behaviour anyway.
It works fine for me as expected , at least for me on linux pc . if I push "select" to toggle joy mode , then dpad and left analog...

Normal behavior, look readme.txt . Hatari will try by default to load tos.img from current directory. Or in executable directory (/Usr/bin for your retroarch) unless you specified it in hatari.cfg...
