I'm guessing that the problem is most likely caused by the newly added feature "sleep fix" in version [0.99.519] Because I never had this problem before using version 0.99.517.

Just found out the game runs at full frame rate when it's not the active window.

I've got that problem too, but the sluggish mouse goes away when I use alt+enter to go into fullscreen.
