TOC with diacritics not working in IE

I think the problem is with encodeURIComponent in "markdown-it-table-of-contents#slugify" option and IE can't handle this encoded string with diacritics after #. For example: <a href="#z%C3%A1kladn%C3%A1-obrazovka">Základná obrazovka</a>
