should use latest version in Dockerfile

From XXX:latest，for some reason i need to set other parameter,so we should use LATEST for each Dockerfile header.

the position(start,end) for the last ner is not corret, which is one step further. see my pr in https://github.com/rockyzhengwu/JFoolNLTK/pull/7
