Setup dependency updates

We need to setup automated dependency updates either through dependabot or some other means. This should handle both nodejs & go dependencies and need to handle updating the example deps as well.

• dependency update needs to keep the aws-cdk-lib versions in-sync.
• @pulumi/aws-native needs to be updated and pinned
  • schemas/aws-native-metadata.json needs to be kept in sync with @pulumi/aws-native version
