Telegram 發送功能功能擴充

1. 關於第一個需求，只要將 BOT 加入公共頻道管理員，就可以走原來的發送方式，不需另外擴充。但會新增支援一個訊息發送多個頻道的功能。 2. 關於第二個需求，將新增發送到 Slack 的功能。
