Feature request: implicit neighbors for mqtt nodes

for nodes with fw 2.3+ which don't have neighborinfo enabled, implicit neighbors will be the ones with hop_limit==hop_start

suggestion for sorting by hops

nodes with no valid RSSI/SNR should be placed at the bottom of the list. also, possibly sub-sort by RSSI/SNR for neighbors?

Would be great for new/forgetful folks to see the current keybinds for each function in the open dialog (o and shift+o) as there seems to be plenty of room.
