RT-5.8: IPv6 Link Local : Changes to await for interface up check after replace config for OTG configuration to avoid OTG failures.

Changed TESTBED_DUT_ATE_2LINKS to TESTBED_DUT_DUT_4LINKS as per README Requirement

This test cases needs 2 outs one for TX & one for RX. Changed the metadata to pick up the correct testbed file.

Added component name prefix to process name for Juniper

This changes are specific to Juniper - where gnoi rpc request for sig_kill needs component name to be prefixed. - e.g. for rpd it is "re0:routing" -- Priya Ranjan
