CWDT supports skills with higher levels

seems so strange, I specifically searched the tracker for both CWDT and "Cast when damage taken"

Tinctures calculate incorrectly: the game passes values with applied mods + "increased effect" mod calculation is wrong (2 separate issues)

Issue still persists with imported tinctures
